Gregory Despres

On the evening of April 23rd, 2005 Gregory Despres broke into the home of his neighbors Fred Fulton (74) and Veronica Decarie (70) in Minto, New Brunswik. He gained access by cutting a screen door and then kicking in the second door. Once inside he stabbed them both over 30 times to death. Going as far as to decapitate Fred with a home made sword.

After Despres killed his neighbors he packed up Fred Fulton’s car with weapons and headed towards the US. He later abandoned the vehicle near the Canadian-American border.

On April 25, 2005, one day before the bodies were discovered, Despres arrived at the Calais, Maine, border crossing. He presented himself to the U.S. border guards while carrying a homemade sword, a hatchet, a knife, brass knuckles and a chainsaw stained with what appeared to be blood. At the border, Despres boasted of being an assassin for the United States government and of having killed 700. Which was strange but there was no knowledge of the murders. Even though he told strange stories and they knew that Depsres had to be in court soon in New Brunswick, the officers still didn’t detain him due to his American Citizenship. I have to read more on that you think they would of just arrested him for that stupid story.

There were however other grounds for possibly detaining Despres that were not acted upon by the border patrol agents. “Joseph Gutheinz, a University of Phoenix criminal justice professor said they could have arrested Despres for lying to a customs officer. The comment about 700 kills should have tipped them that he was not telling the truth, he said.”[2] Gutheinz, a retired Senior Special Agent who had previously served with three Federal agencies also said “if the customs agents wanted to exercise their discretion in regard to a person who they believed might be mentally ill, there was also a non-criminal option. In Maine, as in many states, there is a protective custody statute, which permits law enforcement officers to take into custody individuals they have reasonable grounds to believe may be an imminent threat to themselves or others. This authority to apprehend and process a person is designed to permit a psychological evaluation.

But they let him go and he hitch hiked to Massachusetts. Where he was arrested in a routine stop on the day he had to be in court in New Brunswick. After Fred Fulton’s daughter discovered the bodies and the police had Despres as a suspect. When he got deported to Fredericton on September 15th, 2005 he played the looney act for awhile firing lawyers and making strange claims. Then on July 11, 2007, Despres was brought before the provincial mental health review board which found that he had responded well to treatment and was in fact fit to stand trial. A new trial was promptly ordered.

On March 5, 2008, The judge found Gregory Despres guilty of causing the deaths of Fred Fulton and Verna Decarie in 2005. However, The judge agreed with the defense in finding that Despres was not criminally responsible for his actions at the time. Despres is currently being held at Shepody Healing Centre which is part of the Dorchester Penitentiary. Due to his non-criminal responsibility stemming from delusions caused by paranoid schizophrenia, Despres has his case reviewed by the New Brunswick Mental Health Review Board every two years. Where hopefully he rots forever. To this day they are still having issues with him refusing treatment.

Matthew Vincent Raymond

On August 10th, 2018 at 7am in Fredericton, New Brunswick multiple calls came into the police department about dozens of shots fired in a residential area. The area immediately came locked down as residents were told to remain in their homes. Two officers responding to the scene were killed. Two civilians were also murdered. Raymond had shot them all from his storage room window at his Brookside Drive Fredericton apartment..

Police said they shot and arrested the suspect, a 48-year-old Matthew Vincent Raymond, who sustained serious injuries. Multiple media sources have reported that he was interested in first-person shooter video games and was known for being “ignorant” and “Islamophobic. Others, notably the office manager for the apartment complex, described him as “polite” and “pleasant. He was later found not criminally responsible. Why? “While in the grip of delusions about demons and a pending apocalypse has been found not criminally responsible due to a mental disorder” The smart people tell us. Although he was never diagnosed with a mental disorder until after the shootings.

Matthew Raymond, who admitted to the killings, bowed his head and wiped away tears but said nothing.

Nathan Gorham, lead defence lawyer for Raymond, said his client is “grief-stricken” by the enormity of his crime. But Gorham said the verdict was the right one considering that Raymond was “very, very ill and was incapable of appreciating the nature and quality of what he was doing.”

During the trial, evidence taken from Raymond’s computer and other material found in his apartment revealed his deepening involvement with conspiracy theories, hoaxes, religious beliefs about end times and numerology. From 2017 until the shooting in 2018, his mental deterioration was marked by crazy beliefs about demons masquerading as political leaders and celebrities, about the earth being flat and about a coming apocalypse. On August 21st, 200 Raymond was deemed fit to stand trial. Then the jury found him not criminally responsible.

Victims

.The dead officers were 45-year-old Lawrence Robert Costello and 43-year-old Sara Burns. Police have identified two dead civilians as musician Donnie Robichaud 42 and his girlfriend, Bobbie-Lee Wright(nicknamed Bubbles) 32.

The ex-wife of victim Donnie Robichaud told the media that she swore at Prime Minister Justin Trudeau during his condolence call with her. Costello, 45, who had four children, the other Fredericton police constable who died was Sara Burns, 43, a wife with three children. They were the first officers to arrive at the scene of the early morning shooting and were shot as they rushed to help two people lying on the ground On 18 August, the two officers were given a regimental funeral. It was attended by hundreds of police officers from around the country, as well as friends and families of the victims.
